Where is the DEMARC?
The point of demarcation when your telephone lines enter the building is worked out with the LEC (Local Exchange Carrier) during the construction process. Here are the guidelines:
For a SINGLE TENANT building the DEMARC for the entire building is in the phone or meter room usually on the first floor. It is the building owner's responsibility to provide the inside wiring from the phone room to all the necessary locations in the building.
In a MULTI TENANT building the DEMARC is located in each tenant's suite in the phone room or on the wall in office space.
In a single PRIVATE RESIDENCE the DEMARC is located on the outside wall of the building.
For multi story apartment buildings the demarc is located in the phone room.
Can I have AT&T "extend the demarc"?
If you would like to locate the Jack in a place other than the demarc you can have your phone vendor, wiring contractor, or AT&T do that wiring for you. Conduits may be required to get from the demarc to your suite. Installation of conduits is often done by Electrical Contractors. They will need to follow the specifications provided by the BIC Engineer (see new construction below for BIC contact number).
The minimum price for AT&T to extend the demarc is usually about $150 if the work can be completed in one hour.
if you think you will need the demarc extended and don't order it when you order the service, the installer will usually not have time allocated to do that work and will have to request another installer come out - usually a couple of days later.
Here's the Catch 22 , if your place an order to extend the demarc and don't need it done, then you should not be charged anything. However, if you don't make sure the installer takes that portion of the job off the order, you will be charged for it.
Who do I call for New Construction?
When installing service in a newly constructed building or one with major renovation, please note that preparation for the installation includes having a plywood backboard on the wall, power, electrical ground, conduit to the AT&T facilities at the edge of the property line, and space at the point of demarcation, i.e. the demarc.
Your contractor should be the one to call the BIC Engineer (Building Industry Consultant) during the renovation or construction of your property. You can locate your assigned Engineer by calling 800-750-2427.
When do I get a FOC?
It all depends on the service ordered. It only takes a couple of days to get a Firm Order Commitment, while it could take months to get one for Metro Ethernet. No matter how long it takes to get an FOC, it is not really firm until the installer visits the premise and confirms that the cable pairs assigned meet the technical specifications for the service ordered.
Will I have to have my telephone equipment vendor on site?
This all depends on the service ordered and your equipment. There are times when you will have to have your telephone equipment vendor on site when turning up service. For example, unless you have a spare card for an ISDN PRI in you phone system to test with, this service cannot be turned up without being connected to your phone system. You and your vendor will coordinate with an assigned Tester to turn up your service at a specific time.
If the cutover will result in your service being affected while the cutover is being done, you can request an after hours cutover. In this case a letter authorizing the overtime pay of the employees needed to make this change will be required in advance. It is recommended that you set the time just after or before normal working hours to avoid paying for a minimum 3 hours overtime for each employee "called out" to work on the cutover. Depending on the service, this can include a tester, a tech in the Central Office, and a tech on site.
Other services, such as Facilities Win Backs from other carriers will need your vendor present, but they will only give morning and afternoon appointments for these cutover's with no specific time set.
For Non-Facilities Win Backs where the CLEC is buying the service from AT&T wholesale and selling it to the customer retail, there is no need for your vendor or even an installer to go on premise. All the lines will remain in the same place.
Are there any financial penalties for delaying the installation of my service?
This depends on the service. If you are given a due date on a PRI and you delay it, not only will you pay for each service order but in the case of a PRI it will start billing in 45 days from the original due date whether you are ready or not. For Frame Relay, you are allowed one change in the due date but after that you pay $200 for each additional change in date.
